We have a President with constitutional powers to appoint foreign positions and make treaties but those are subject to Congressional approval. He attends International summits and commands the military. He also has the power to negotiate executive agreements with foreign nations. This is all constitutionally defined. We do not have a dictatorship. We elect our leaders.
